Arrest Made In Monkey Murder

It was good to read an arrest has been made in the murder of a monkey at Zoo Boise. The article suggests the attacker may have been on drugs. That shouldn't matter. He is a murderer and should be treated as such. If it was drugs then he was under the influence by his own hand. He is responsible for himself.
